Today the Senate has approved at first reading the bill of conversion of the decree -law no. 45/2025, dedicated to “Urgent provisions regarding the implementation of the PNRR measures regarding education and merit and for the start of the school year 2025/2026”.
“With the approved measures, also the result of the profitable collaboration with the parliamentary majority, we continue our commitment to raise the quality of the school system,” declares the Minister of Education and Merit, Giuseppe Valditara. “We enforce the legality, rubbing the phenomenon of diplomifications, we support families in difficulty, increasing the resources for the purchase of textbooks, we promote the internationalization of ITS, we do justice to the legitimate expectations of the suitable ones in the competitions for teachers, we extend the teacher card to the alternates until 31 August, we increase the remuneration of the result of the school managers, we free resources for local authorities in order to reinvest them safer schools.
The provision provides, among its most significant measures, interventions aimed at contrasting the phenomenon of diplomics. Specifically, it introduces more stringent limits for the activation of the collateral terminal classes, prohibits two different exams in the same year in the different tests and has the obligation, for all state and equal schools, to adopt the electronic report card, the online register and the IT protocol. The completion of the reform of the technical institutes is also regulated, with the introduction of a new orderly structure sensitive to the country’s economic and social transformations: the intervention consolidates the link between school and territory, promotes innovation and internationalization, and strengthens continuity with the paths of technological tertiary education.
The review of the teacher recruitment system is also completed, with the expansion of the rankings to the suitable ones, the introduction of new regional lists always for the benefit of the suitable ones, the acceleration of the appointments in the role and the enhancement of categories so far excluded, such as the suitable “extraordinary 2020” competition and those of the motor education competition. The provision then introduces two important measures in favor of school managers: an increase in the national fund (Fun) equal to 12 million euros in two years and, for the school year 2025/2026, an extraordinary mobility that allows you to cover up to 100% of the vacancies on a regional basis, without prejudice to the share reserved for the competition in progress, thus offering more opportunities to those who have been in service for years.
820 million euros are allocated for the implementation of the nursery school plan, which has already been started by the Ministry, intended for Municipalities with levels of covering the service lower than the national average of 33% in the 0-2 year band, to ensure greater territorial equity and support the conciliation between life and work times. It is also expected to increase the resources intended for the free or semi -scratched supply of textbooks for students in economic difficulty and the use of municipal rankings for substitutes in equal kindergartens is extended.
The decree also intervenes on the addictions and youth discomfort, with the assignment to the Ministry of Education and the merit of one million euros, to be allocated to the training of teachers, and authorizes the regional performance of the competition for 101 officials of the regional school offices. Particular attention is paid to ITS Academy, for which both the tax treatment of scholarships is aligned with the university level, which will now be exempt from taxation with consequent increase in per capita value for students, both the recognition of the securities and training courses carried out abroad. When conversion, the text was also enriched with measures, resulting from a profitable comparison with Anci, aimed at promoting the implementation of school construction interventions, through the use of auction discounts and the simplification of various procedures, including those in terms of variants, as well as facilitating the interventions regarding DNSH and increasing the fund of 20 million in two years for extraordinary needs always in terms of construction. school. Finally, with an amendment proposed by the Ministry of Education and merit, the teacher’s card is already recognized for this school year, also to the alternates on vacancies and helpful.
